Luxembourg offers one of the most generous energy renovation aid systems in Europe. In 2026, by combining Klimabonus, 3% VAT, the social topup and municipal grants, you can cover up to 60-70% of the cost of your works. The aid landscape in 2026: what you need to know

The system has been deeply simplified in recent years. The old grants (notably PRIMe House) have been replaced and unified into the Klimabonus, the State’s flagship programme. Since 2025, the housing grant has also been integrated into it: a single file on guichet.lu is now enough.

The Klimabonus: the pillar of the system

The Klimabonus is the Luxembourg State’s central financial aid programme for energy renovation. It covers insulation, heating, ventilation and renewable energy. All official information is published by Klima-Agence, the national climate and energy agency (formerly myenergy).

On top of that come a 15% bonus for global renovation (at least 3 different types of works within 24 months) and a 25% social increase for households on modest incomes.

Important: Oil and gas boilers have no longer been eligible for aid since 2025. The declaration of intent on guichet.lu is mandatory before starting the works.

The topup: up to double your aid depending on your income

The Klimabonus topup is an automatic increase of the base aid, granted under income conditions. It can raise your aid by 25% to 100%.

The thresholds published in 2025 (to be confirmed for 2026): for a single person, a 100% topup up to €40,000 of annual taxable income, and 50% between €40,000 and €55,000. For a couple, 100% up to €65,000 and 50% from €65,000 to €90,000. The thresholds are raised by €10,000 per dependent child.

The 3% VAT: the most underestimated aid

Unlike the Klimabonus, the super-reduced VAT requires no administrative application: it applies directly on the tradesperson’s invoice, at 3% instead of 17%.

The two main conditions: a dwelling more than 20 years old and works carried out by a professional. The cap is €50,000 of works per calendar year; beyond that, VAT reverts to 17% on the excess.

The good news: the 3% VAT can be combined with the Klimabonus on the same works. On a heat pump + insulation project of €22,000 excluding VAT, combining the two can cut the real cost by more than half.

The housing grant: now integrated into the Klimabonus

Since 2025, the housing grant is no longer managed separately: it is integrated into the Klimabonus programme. Concretely, a single file on guichet.lu covers both energy renovation and other home improvements, with centralised calculation and payment. The eligibility criteria and amounts remain unchanged — only the procedure has been simplified.

The zero-interest climate loan

To finance the remaining cost, the SNCI (Société Nationale de Crédit et d’Investissement) offers a zero-interest loan of up to €100,000 for energy renovation works. This loan can be combined with the Klimabonus. Practical information is available on guichet.public.lu.

Enoprimes and municipal grants: the often-forgotten top-ups

Enoprimes: energy suppliers offer additional bonuses on certain items (insulation, heat pump), typically representing an extra 10 to 20%. Check with your supplier.

Municipal grants: many municipalities offer top-ups of €500 to €5,000 depending on the works. It’s easy money — but you have to actively apply for it. Ask your municipal administration, ideally before signing your quotes.

By correctly combining all the aid, the impact is spectacular. A concrete example taken from our combining guide: a complete renovation budgeted at €80,000 (heat pump + insulation + windows + painting) on a 1985 house.

That is 58% savings on the initial budget. The order of application matters: 3% VAT from the quote stage, Klimabonus pre-approval before works start (allow 10-15 days), Enoprimes and municipality afterwards.

The mistakes that cost dearly

  1. Starting works before the declaration on guichet.lu: no Klimabonus aid will be paid. It’s the most frequent and most expensive mistake.
  2. Choosing a non-certified tradesperson: only works carried out by certified professionals are eligible.
  3. Forgetting the 3% VAT at quote stage: an invoice issued at 17% cannot be corrected retroactively.
  4. Ignoring municipal grants: several hundred to several thousand euros lost, for lack of filing a simple application.
  5. Not keeping the supporting documents: invoices, certificates and photos must be kept (10 years for the Klimabonus).

Where to start?

  1. Check the age of your dwelling: more than 10 years for the Klimabonus, more than 20 years for the 3% VAT.
  2. Get an energy performance certificate (EPC) or an energy audit to identify the priority works.
  3. Request several quotes from certified tradespeople, mentioning the 3% VAT and the Klimabonus from the outset.
  4. Declare your project on guichet.lu before the works, then wait for pre-approval.
  5. After the works, submit invoices and certificates within 12 months for payment.

What is the most important aid in 2026?

The Klimabonus remains the central scheme, with amounts of up to €12,000 for a geothermal heat pump and up to €46,000 in total. Combined with the topup and the 3% VAT, it can cover the majority of the cost of the works.

Can the different aids be combined?

Yes. Klimabonus, topup, 3% VAT, climate loan, Enoprimes and municipal grants can all be combined on the same project. The only exceptions: two Klimabonus applications for the same works, or combining with foreign aid schemes.

Does PRIMe House still exist?

No. The old grants have been replaced and unified into the Klimabonus, which is today the State’s single programme for energy renovation.
