Construction 2026: New Standards Coming to Luxembourg

2026 marks a turning point for construction in Luxembourg. New standards come into force, with strengthened requirements for energy efficiency and sustainability. Here’s what’s changing.

New Energy Requirements

Luxembourg is strengthening its climate ambitions through construction regulations.

The minimum energy class moves from B to A for all new constructions from January 2026. This implies enhanced insulation, efficient heating systems and optimal airtightness.

The carbon footprint of materials becomes a criterion. Building owners will need to justify the environmental impact of chosen materials for projects over 500m².

On-site renewable energy production becomes almost mandatory, with photovoltaic or solar thermal panels required on suitable new roofs.

The Impact on Construction Costs

These new requirements will affect budgets.

The estimated additional cost is between 5% and 15% compared to current standards. This extra cost will be partly offset by energy savings over the building’s lifespan and maintained Klimabonus grants.

Bio-sourced materials like wood and cellulose wadding could become more competitive against traditional solutions.

Procedural Changes

The building permit will incorporate new checks.

An enhanced thermal study will be required from file submission. Airtightness testing will become systematic at end of construction. A provisional energy performance certificate will be issued before handover.

How to Prepare

FAQ

Do these standards apply to renovations?

Partially. Major renovations of more than 50% of the surface will need to meet intermediate requirements. Small works are not affected.

Will Klimabonus be maintained?

Yes, the grants programme is confirmed until at least 2030, with amounts adapted to new requirements.

Can I still build a gas-heated house?

No, gas and oil boilers have been banned in new constructions since 2023. This ban remains in force.
