Outdoor Living Luxembourg 2026: Terrace & Garden Prices

Summer is when you truly enjoy your outdoor space — and the best time to start an improvement project. A terrace, a landscaped garden, fencing, lighting: a well-designed exterior extends your living space, boosts your property’s value and transforms daily life. But you need to know the prices, the commune formalities and the right timing before you begin.

This 2026 guide brings together Luxembourg reference rates, what does and doesn’t require authorisation, and the ideal season for each type of work.

Why invest in your outdoor space

In Luxembourg, where every square metre is rare and precious, a well-planned exterior is a natural extension of the home. A terrace becomes an extra living room for much of the year; a structured garden offers privacy and coolness; fencing and a gate secure and define the property.

Beyond comfort, outdoor improvement is an investment. A well-maintained garden and a quality terrace immediately add value to a property and improve your quality of life — two decisive arguments in a tight property market.

Terraces: types and prices

The terrace is often the first outdoor project. The price depends mainly on the chosen material, but also on ground preparation, surface area and site access.

Indicative prices by material

Here are the Luxembourg reference rates, materials and installation included:

Type of terracePrice per m² (installation + materials)
Concrete slabs€60-90
Aggregate slabs€80-120
Natural stone€100-180
Composite wood€120-200
Exotic hardwood€150-250

As an example, a 25 m² wooden terrace represents a budget of around €4,000 within a complete garden project.

What drives the price

Several factors weigh on the final quote, beyond the material alone:

  • Ground preparation: earthworks, a concrete foundation slab or levelling work significantly increase the budget.
  • Surface area: larger areas often benefit from a lower per-m² rate.
  • Site access and slope: difficult access or a sloping garden raise labour costs.
  • Finishes: adjustable pedestals, skirting, integrated lighting, railings.

For an accurate figure suited to your plot, the most reliable approach is to compare several professional quotes.

Garden and landscaping: 2026 rates

Garden work covers both creation (design and build) and routine maintenance. The rates below are Luxembourg reference prices for 2026.

Hourly rates

Type of professionalHourly rate
Garden maintenance worker€35-45/h
Qualified gardener€40-50/h
Landscaper (design/build)€50-65/h
Specialist tree surgeon€55-75/h

Design and landscaping

Type of projectPrice per m²
Basic landscaping€40-60
Mid-range landscaping€60-100
Complete landscaping€100-150
High-end landscaping€150-250+

Lawns and planting

ServicePrice
Grass seeding€3-6/m²
Turf rolls€8-15/m²
Artificial grass€20-80/m²
Flower bed creation€30-60/m²
Shrubs (plant included)€30-80/unit
Medium tree€100-300/unit

Routine maintenance

ServicePrice
Mowing (medium garden 200-500 m²)€45-70/visit
Simple hedge trimming (< 2m)€15-20/linear m
Bed weeding€3-6/m²
Green waste removal€30-60/m³

An annual maintenance contract (mowing, trimming, seasonal clean-up) saves 15 to 25% compared with one-off interventions. For a medium 300 m² garden, budget €1,500-2,500/year. The full breakdown of rates is in our gardener and landscaper price guide.

Fencing and gates

Fencing defines the property, provides privacy and improves security. A gate completes the setup, with or without motorisation.

Indicative prices

Type of fencingPrice per linear metre
Rigid mesh fencing€50-80/linear m
Wooden fencing€80-150/linear m

The price of a fencing or gate project depends heavily on the material (mesh, wood, aluminium, composite), the height, the length, the nature of the ground (foundations, post anchoring) and any gate motorisation. A motorised swing or sliding gate, with electrical supply and automation, requires a bespoke quote.

Like the terrace, fencing benefits from a personalised quote: it’s the only way to get a fair price for your plot.

Outdoor lighting and electrics

Well-designed outdoor lighting extends the use of the terrace and garden in the evening, highlights planting and reinforces security. For a complete project — recessed spots, bollards, terrace lighting, power supply for a motorised gate — budget around €1,500-4,000 depending on scale.

Any outdoor electrical installation (buried supply, weatherproof sockets, dedicated board) must meet the standards and be carried out by a qualified professional. Prices and services are detailed in our electrician price guide for Luxembourg.

What requires commune authorisation

In Luxembourg, the building authorisation is issued by your commune’s mayor, and rules can vary slightly from one commune to another. For outdoor improvements, here is what the works authorisation guide sets out.

Works generally exempt from a permit (provided urban planning rules are respected):

  • Ground-level uncovered terraces.
  • Fencing under 2 metres in height.
  • Garden sheds under 10 m² and under 3 m in height.
  • Driveways and vehicle access.

Works that require authorisation:

  • Boundary walls over 2 metres.
  • Garden sheds over 10 m².
  • Building an in-ground swimming pool.
  • Adding a veranda (change to the external appearance).

Important: in a protected zone or near a listed monument, requirements are stricter. A raised or large terrace may also require authorisation. Always check with your commune before starting — beginning without authorisation risks a work stoppage, a fine or even an order to restore the site.

For larger projects (veranda, extension adjoining the garden), our extension and enlargement guide details the steps and prices.

Seasonal calendar for outdoor work

Each type of work has its ideal season. Planning at the right time means better lead times, better rates and a longer-lasting result.

  • Late winter / early spring (February-March): post-winter inspection of the terrace, fencing and outdoor installations; formative pruning of trees and shrubs before leaf-out. It’s also the moment to plan and request quotes before peak season. Watch out for late frosts, possible until March.
  • Spring (April-May): planting, lawn sowing, restarting irrigation and outdoor lighting. The soil warms up and plants establish well.
  • Summer (June-August): the ideal period for outdoor masonry, terrace and fence installation — the ground is dry and stable. It’s the busiest season, so book tradespeople early. Avoid launching a garden creation during a heatwave.
  • Autumn (September-October): a second ideal window for planting trees and hedges, laying turf and preparing the garden before winter.
  • Winter: a quiet period for most outdoor work, but a good time to design projects and negotiate quotes off-peak.

A recurring tip from professionals: avoid launching creation projects at the height of peak season (spring) to secure better rates.

Maintenance and safety obligations

Improving your exterior also means maintaining it. A well-kept outdoor space stays safe and holds its value.

  • Terraces and slabs: an annual pressure wash removes moss and algae; joints should be refilled as soon as they crumble, to prevent weeds and water infiltration.
  • Fencing and gates: check hinges, mechanisms and wood treatment each spring.
  • Hedge trimming: the best periods are late February-early March and June-July. Avoid the nesting season to protect birds, and check with your commune whether felling a tree requires authorisation.
  • Winter snow-clearing obligation: in winter, most Luxembourg communes require owners and tenants to clear snow and ice from the pavement in front of their home — generally a clear passage of at least 1 metre, within the hours following snowfall. Failing to do so risks a fine and makes you civilly liable in the event of an accident. Details are in our snow-clearing guide for Luxembourg.

FAQ

Do I need a permit to build a terrace in Luxembourg?

For a ground-level uncovered terrace, generally no. For a raised or large terrace, check with your commune, as authorisation may be required.

Does fencing require authorisation?

Fencing under 2 metres in height is generally exempt from a permit, subject to local planning rules. A boundary wall over 2 metres, however, requires commune authorisation.

When is the best time to lay a terrace or fence?

Summer is ideal: the ground is dry and stable, which makes foundations and earthworks easier. It’s also the busiest season, so book your tradespeople ahead — ideally by requesting quotes as early as late winter.

How much does annual garden maintenance cost?

For a medium 300 m² garden with standard maintenance (mowing + hedge trimming), budget €1,500-2,500 per year. An annual contract saves 15 to 25% compared with one-off interventions.

What maintenance duties apply in winter?

Most communes require you to clear snow and ice from the pavement in front of your home (often a passage of at least 1 metre), within the hours following snowfall. Failing to do so risks a fine and makes you civilly liable.
