Labour accounts for 40 to 60 % of a project’s cost, standards are strict, and the high cost of living feeds into every material. The result: a full renovation costs 20 to 40 % more than in neighbouring France or Belgium. The good news: the 3 % VAT rate and Klimabonus subsidies offset a large part of that gap.

What drives prices in Luxembourg

VAT: 3 % versus 17 %

This is the most powerful lever. Renovation work in a home over 10 years old qualifies for the super-reduced 3 % VAT rate instead of the standard 17 %. On a €20,000 project, the gap reaches almost €2,800. Note that new builds and homes under 10 years old stay at the full rate, and the material must generally be supplied by the tradesperson to qualify for the reduced rate.

The cost of labour

Luxembourg’s minimum wage is the highest in the EU, and a qualified tradesperson costs their firm €3,500-5,000 gross per month, plus 25-30 % in social charges. On top of that come the ten-year liability insurance (€3,000-8,000/year), mandatory continuing training and certifications. Labour therefore represents 40 to 60 % of the final cost of a renovation.

The subsidies that offset it

The Klimabonus 2026 funds 20 to 40 % of insulation, renewable heating and high-performance window work, up to per-item caps. An air-to-water heat pump attracts €4,000-8,000 in aid, a pellet boiler €6,000-10,000. Combined with 3 % VAT and municipal grants (€500-5,000), these schemes clearly reduce the amount you actually pay.

How to get reliable quotes

A barometer gives you the order of magnitude; only a quote drawn up after a site visit reflects your actual project. To compare with confidence:

  1. Request at least 3 quotes per trade, on an identical basis.
  2. Insist on the detail: hourly rate or price per m², quantities, materials with unit prices, and the VAT rate applied (3 % or 17 %).
  3. Be wary of prices that are too low (under €35/h of labour): undeclared work, an unqualified tradesperson, or a markup hidden in the materials.
  4. Check the business licence (guichet.lu), the VAT number and the ten-year liability insurance certificate.
